Wisconsin Parental Choice Program (WPCP)

Winnebago Lutheran Academy is part of the Wisconsin Parental Choice Program (WPCP). For students who qualify and then are selected to receive a voucher through the WPCP, the family receives a voucher from the State of Wisconsin that pays their student’s WLA tuition in full. The voucher remains with the student through their time at WLA.

Ninth grade is considered an entry point in the WPCP. This means all incoming 9th graders who meet the income criteria and apply are eligible. Students currently receiving a voucher for grade school can transfer the voucher directly to WLA without having to meet the income criteria.

The cap for vouchers in the 2023-24 is scheduled to be 8% of the school district’s total enrollment where the family resides. For school districts where more students apply than the cap allows, students are selected by random by the Wisconsin Department of Public Instruction. Eligibility is based on family size and Adjusted Gross Income (AGI) as reported on your 2021 tax return (or 2022 tax return if already filed) (see chart below) and being a resident of the State of Wisconsin.

The income chart below is for the 2023-2024 school year as released by the Wisconsin Department of Public Instruction. The income chart for the 2024-2025 will be released in January, 2024.

Application Open Period

February 1, 2023 through April 20, 2023 is the open application period for a WPCP voucher for the 2023-24 school year. Families are notified if they’re selected in May.

Please note the specific situations below regarding applying for the WPCP.

  • If your student is new to WLA and you have need for financial aid,
    • If your family qualifies for a voucher or has qualified for a voucher at your grade school, apply for a WPCP voucher.
    • If your family does not qualify for the voucher, then apply for Financial Aid through WLA.
  • If your student is a returning student and has received or has a need for Financial Aid, you must apply annually for Financial Aid.
  • If your returning student received a voucher through the WPCP in the 2022-23 school year, do not apply for WLA financial aid. Simply re-apply for the WPCP voucher. Returning families only need to verify residency on the application, not income.
